Wageningen University, Center for International Forestry Research (CIFOR) and Öko-Institut co-host “Transparent monitoring for climate and development goals”, which will discuss current developments and challenges in monitoring and measuring progress in climate change and development. This includes not only the MRV of anthropogenic emission sources and sinks in the forest and land use sector in the context of the Paris Agreement and its enhanced transparency framework, but also monitoring the achievement of broader development goals, e.g. the SDGs. Furthermore, countries also need to measure their performance under the NDCs; the Green Climate Fund emphasises performance. Land use sector information is not only needed for national greenhouse gas reporting and global stock tacking but also for guiding local mitigation planning and implementation of land use activities and the accountability of actions and stakeholders, i.e. for tracking corporate zero deforestation commitments.
A multitude of actors in government, civil society, the private sector, financial institutions, cities and other sub-national authorities work on these goals. There is a need for monitoring approaches that the various stakeholders involved in land use sector mitigation activities (e.g. REDD+, NDC) can rely on for their own goals, but which would also be perceived as transparent and legitimate when dealing with other stakeholders and their accountability in the framework of the Paris agreement.
