Knowledge Sharing on REDD+ in Indonesia

In Indonesia, the dissolution of the National Council on Climate Change (DNPI) and the National Reducing Emissions from Deforestation and Forest Degradation Agency (BP REDD+), and its subsequent merger into the Ministry of Forestry and Environment, disrupted REDD+ policy processes. With new emerging issues such as fire and haze as well as social forestry, many actors shifted their interest to new realms. This raises questions of where REDD+ is going and how “the REDD+ ball” will unfold following these changes. 

REDD+ progress has slowed in the country. After a period of transition, the climate incentives and finance sub-directorate of the Ministry of Environment and Forestry’s Climate Change Directorate was established in 2016, and is preparing national regulations on climate finance (BLU) as part of Norway’s USD 1 billion Letter of Intent. As this mechanism will be part of REDD+ financing, it is important to not only understand how REDD+ funding will be distributed but also to link the benefit sharing mechanism with safeguards.

As of mid-2017, a registry system linking REDD+ financing, REDD+ implementation and a safeguard information system has been completed, but they need to be in operation for the country to be eligible for results-based payments. This workshop will bring together Indonesia’s key REDD+ stakeholders to discuss REDD+ and its potential for transformational change, and to better understand how safeguards can be more effectively and efficiently operationalized and implemented to mitigate risks in benefit sharing mechanisms and ensure equitable REDD+ outcomes.
