The High-Level Meeting hosted by the Australian government between the 23 and the 25 July 2007 will provide the opportunity for countries to have an informal, strategic-level dialogue on forests and climate beyond formal debate. One of the key speakers at the event is CIFOR Director General, Frances Seymour. Ms. Seymour will participate on a panel in the opening plenary to discuss the causes of deforestation and forest degradation in developing countries.

Non-Timber Forest Products (NTFPs) play an important role in the livelihoods of the rural poor, as a source of food, medicine, construction materials, and income. It has been estimated that there are more than 60 million highly forest-dependent people in Latin America, West Africa, and South East Asia, with an additional 400 million to 500 million people directly dependent on these natural products.

Access to forest resources helps rural households diversify their livelihood base and reduce their exposure to risk. Earnings from forest products are often important as a complement to other income. Very large numbers of households generate some of their income from selling forest products, often when farm production is not enough to provide self-sufficiency year round. Income from forest products is often used to purchase seeds, hire labour for cultivation, or generate working capital for trading activities. For the poorest households, NTFPs can play a critical role in providing both food and income.

While there is growing appreciation of the importance of NTFPs for rural households, especially of the very poor, there are concerns about the potential impact of NTFP collection on biodiversity. A number of critical questions are often raised: Under what conditions can NTFPs, both plants and animals, be sustainably harvested? Can on-farm production of NTFPs result in improved biodiversity conservation? Does commercialization of NTFPs result in over-harvesting? What is needed for markets to be pro-poor? Are attempts to develop NTFPs for Poverty Alleviation really reaching the poorest of the poor? To what extent are these attempts impacting biodiversity conservation?

This conference will explore these questions, identify successful initiatives and businesses that strive to be both pro-poor and pro-biodiversity, and determine what are the critical elements for success.

Helping Bolivia’s Government with global CFM workshop. 21-27 April 2007

, The Bolivian Government is sponsoring an international policy dialogue workshop on community forestry, for April 21-27. Bolivia’s Ministry of Rural Development, Agriculture and Environment, and the Government’s Forestry Superintendence, are sponsoring the event with organisations such as CIFOR, FAO, PROMAB (Programa Manejo de Bosques de la Amazonia Boliviana), CERES and SNV. During the workshop, the social organizations will contribute to the Bolivian Government in framing policy guidelines on community forestry, one of the key platforms in Bolivia’s new forestry strategy. CIFOR will attend as part of the Rights and Resources Initiative (RRI), helping to mobilize forestry community leaders from Mexico, Guatemala, Nicaragua, Brazil, and Panama to share their experiences with Bolivian counterparts and policymakers.

What is COFO? The Committee on Forestry (COFO) is the most important of the FAO Forestry Statutory Bodies. The biennial sessions of COFO (held at FAO headquarters in Rome, Italy) bring together heads of forest services and other senior government officials to identify emerging policy and technical issues, to seek solutions and to advise FAO and others on appropriate action. Other international organizations and, increasingly, non-governmental groups participate in COFO. As the need arises, FAO also convenes special meetings of forestry ministers, non-governmental organizations and private industry.

International Meeting on “Payments for Watershed Services: Building on pilot experiences to mainstream a tool for sustainable co

A select group of 23 experts will spend five days from March 12-17, 2007 at the Rockefeller Foundation’s Bellagio Conference Center, Italy drawing lessons and practical guidance from actually implemented Payment for Watershed Services (PWS) schemes in Bolivia, China, Costa Rica, Ecuador, India, Indonesia, Mexico, South Africa, and the United States. They will participate in an international meeting organized by Fundación Natura Bolivia, IIED, CIFOR and EcoFund Ecuador titled PAYMENTS for WATERSHED SERVICES (PWS): Building on pilot experiences to mainstream a tool for sustainable conservation and development.

The objective of the meeting is to develop key elements for a “how-to” guide for PWS initiatives that will enable implementers to efficiently take on board the lessons of global PWS experiences to date; Understand the minimum requirements needed to implement a PWS scheme; Undertake the minimum baseline research required for PWS sustainability; and Make informed choices in designing sustainable PWS schemes producing desirable environmental and welfare-oriented outcomes.
